Caldecott Mill stands at Fritton and is also recorded as Fritton Bell Hill drainage mill. It was a wind-powered drainage tower mill, built in 1844 to serve the surrounding marsh drainage system. Unlike the corn mills of the Norfolk villages, its function was water management. The mill was a medium-sized three-storey red brick tower, tarred externally, and it stood alone by the river.

By the late twentieth century the mill was derelict but retained unusually legible mechanical remains. A 1989 description recorded the red brick tower as being in fair condition, with the tarred finish wearing off. It had a temporary aluminium cap, and the windshaft with canister, brake wheel, and machinery remained inside. The machinery included a ten-foot-diameter pit wheel, and a turbine pump was housed in an adjoining small boarded shed. The site was recorded by Mills Archive as Caldecott Mill, Fritton, a wind-powered tower drainage mill in Norfolk. The available evidence establishes the construction date, drainage function, tower form, and survival of internal machinery, but does not identify the final operating date or a complete sequence of owners.
